Newark Background Check Lookup
A Newark background check starts with the Newark Police Department Records Division and the City Secretary's FOIA office. Court files tied to Newark cases run through the Leonard L. Williams Justice Center in Wilmington. The state's SBI handles the full fingerprint-based criminal history pull. Newark is also home to the University of Delaware Police, which keeps its own set of campus files. This page lays out how to search Newark background check records, which office holds what, and where to turn for a deeper look.
Newark Background Check Overview
Newark Police Department Records Division
The Newark Police Department Records Division is the first stop for a local Newark background check. You can reach the division at (302) 366-7100, option 3. Hours are 8:30 AM to 5:00 PM, Monday through Friday. The division handles all requests for police incident reports and traffic collision reports. Full info is on the Records Unit page.
Under Delaware law, only the victim listed on a crime report can get a victim's copy. The first copy is free. Additional victim's copies are $20 each. Crime reports can be released to non-victims only with a subpoena or another legal tool. Picture ID is required for any report pick-up. Reports can be picked up in person or mailed to the person who asked for them. Payment can be cash, check, or money order. The division processes most requests within 10 business days.
We reviewed the Records Unit page while checking local tools for a Newark background check. The page lays out who may get a report and how to send in a request.

Collision report fees are $20 each. Serious injury or fatality collision reports cost $60 each. Only persons or vehicle owners listed on a collision report, plus their insurance companies, can get a copy. Police reports are not subject to release under the Delaware FOIA. A victim or party to a case can still ask the department for a copy.
Note: Police reports from the Newark Police Department are not subject to release under the Delaware FOIA, and only victims or parties to a case can ask for a copy.
Newark PD Forms and Applications
The Newark Police Department has an online forms page with a Report Request Form, an Alarm Permit Application, and more. The forms page is the fastest way to start a request from home. Forms can also be picked up at the police department lobby. Completed forms can be sent back in person, by mail, or by fax.
We looked at the forms and applications page while building this Newark background check guide. The page lists every public-facing form the department uses.

The Records Division also handles alarm registration for homes and businesses in Newark. Fees are $10 for a burglary alarm and an additional $10 for panic or robbery alarms. Alarm registrations must be renewed each year. Special Event Permit Applications are also listed on the forms page. Extra Duty Contract Forms are used when officers work private details.
Processing times vary by form type. Fees for permits and services are listed on each form. If you have a question about a form, the Records Division can help. Call (302) 366-7100 and ask for records.
Newark Court Records and CourtConnect
Newark court cases tied to criminal and civil matters run through the Leonard L. Williams Justice Center in Wilmington. The Justice Center sits at 500 North King Street. Court hours are Monday to Friday, 8:30 AM to 4:30 PM. The Prothonotary's Office handles civil filings at (302) 255-0777. Criminal files go through the Court Clerk at (302) 255-0090.
For a faster Newark background check using court files, start with the state's civil case search. Civil dockets show party names, case type, filing date, and the next event. Phonetic name search is built in. You can also pull a party's full list of filings and judgments.
CourtConnect is the state's free case search portal. It is at courtconnect.courts.delaware.gov. The tool covers Superior Court, the Court of Common Pleas, and Justice of the Peace Court filings. Criminal case data on the public portal is more limited than civil. For the full criminal file, the clerk at the Justice Center is the best way.
The state's courts site lays out how each court handles a record request. The county clerk resources vary by file type. A Newark background check backed by a court search will show filings but not the full SBI criminal history. For that, you still need the state fingerprint check.
Newark FOIA and Records Requests
The City of Newark runs its own FOIA process for city records. The Record Requests page has the city's FOIA policy in full. The FOIA Coordinator for the City of Newark is the City Secretary. Tara Schiano is the current City Secretary. She can be reached at (302) 366-7000 or citysecretary@newark.de.us. The city has 15 business days to respond to a FOIA request under state law.
Copy fees for a Newark background check built on FOIA records run $0.25 per page for standard documents. Fees may apply for staff time when the request is large. Fee waivers can be granted for requests that serve the public interest. Discovery requests for open criminal or traffic cases should be sent to the City Secretary's office. The city keeps records of ordinances, resolutions, meeting minutes, and administrative documents.
Delaware's FOIA law is coded at 29 Del. C. §§ 10001-10007. Exemptions cover personnel files, some law enforcement files, and trade secrets. Police incident reports are not released under the FOIA, but a victim can still ask for a copy. A denial can be appealed to the Delaware Attorney General's Office within 60 days.
City records of note for a Newark background check include business license files, code violations, and some administrative hearing outcomes. Those files are open to the public with a FOIA request.
University of Delaware Police
The University of Delaware Police Department keeps its own records for the main Newark campus. The department is at udel.edu/police. Crime stats are published each year under the Clery Act. The department runs a Daily Crime Log of reported incidents, which is open to the public.
UD Police work with the Newark Police on matters involving students in the city. Records requests for campus incidents go through the UD Police Records Division. The department also holds a safety escort program and crime prevention programs for the campus. A Newark background check that covers on-campus events may need both UD Police and city police files.
The Newark Police Department's own review process for applicants is listed on the Recruitment and Selection page. The page shows how the department runs its own internal review of criminal history and driving records for local public records purposes. The page is a useful reference for anyone researching what goes into a Newark background check record.

Polygraph results, home visits, and credit history are part of the department's own review files. That set of records is internal to the department and is not part of a public Newark background check. But the page does show the range of files the department taps into when it checks a person against local, state, and federal records.
Newark SBI Fingerprinting Options
A full state Newark background check is fingerprint-based. The State Bureau of Identification runs the program under Title 11, Chapter 85. Newark has two IdentoGO sites that take SBI fingerprints. You can book a slot at uenroll.identogo.com. Pick the right service code before you show up. The Dover walk-in site is also an option if the Newark sites are booked.
State fees are $72 for a state-only check and $85 for a state and federal check. Common service codes for a Newark background check include 27RVGT for a personal certified criminal history, 27S8N2 for a handgun purchaser permit, 27S23V for an expungement, and 27S47F for a volunteer fire company member. Call IdentoGO at (844) 321-2124 if you run into trouble.
The SBI is the central file for criminal history in the state. Section 8513 of Title 11, Chapter 85 gives each person the right to view and fix errors on their own file. That is the legal backing for the personal certified criminal history report.
Note: A Newark background check is most complete when you combine a Newark PD request, a state CourtConnect search, and an SBI fingerprint check.
